Contesting groups must select candidates on basis of recorded merits

   Before Electns, the contesting groups must inviteapplidations on prescribed fomrm and must select candidates only and only on merits as per record.  Even if need be, system of interview must be there.  Today we are passig through an age where much is done on scientific basis and people in Bureaucracy want also qualified people as their heads.

     While inviting applications, they must ask the candidates to explain the prolems of te country and problems of his own area and must tell what he shall contribute during the coming tenure and if such a candidate was a member lst time, he must explain that what he had in his mind, he had disclosed the same to the voters and such and such items were duly placed y him in the House and if he failed, he must exlain the cause.  The candidates who did ot work in the house, must be jejected and not allowed tickets.  Public mney should not go waste and contesting groups, if given authority to chose and work shortlisting, must perform their duty honestly and faithfully.

     The House must have record of work done by each candidate and proper reminder must go to him reminding him his assurances made in the application and if he does not cae, he must quit or be asked to leave the house.

      Candidates seleced and eleced on merit cannot become mere supporters and followers and always try to use their own conscience, will, wisdom, knowledge and discretion and in this age of qualified bureaucracy, the elected members too must be of the same grades or better be of higher grade and if reired people of high class are available, the contesting groups must concentrate on them.  We dannot turn our Parliament as training centres because qualified people are available in the  country, our first choice must be from that lot.

         Our universities have established so many courses which are making available candidates for all jobs in the Bureaucracy and something more could be added in courses so that suitable people are available for running the democracy ahead in all units like Panchayats, Blok Smities, Xill Pishads, Stee Legislative Assemblies and the Parliament.  We must preare cdandidates even for our House of States becase the present set up is not of the experts.  Somethibng more we require in this upper House.

     We must ensure beter people in our Parliament becase ow we have come up and have started fixing target daes.
